Foundation Board

The Foundation Board is the foundation's highest political decision-making body. It represents the federal government and the federal states. It elects the president and approves the annual budget.

The duties and composition of the Foundation Board are regulated by law and in the Foundation's statutes.

Composition

The Foundation Council usually meets twice a year in Berlin.
The Foundation Council has nine members. In accordance with the statutes, the Federal Government appoints one representative each from the Federal Government Commissioner for Culture and the Media and the Federal Ministry of Finance. The states of Berlin and North Rhine-Westphalia are permanently represented on the Foundation Council. The state groups a) Baden-Württemberg and Lower Saxony, b) Hesse, Rhineland-Palatinate and Saxony, c) Saxony-Anhalt, Schleswig-Holstein and Thuringia, d) Brandenburg, Hamburg and Mecklenburg-Western Pomerania, and e) Bavaria, Bremen and Saarland each send one member on a rotating basis. The voting rights of the members are regulated in the statutes.
The Foundation Council elects its chairperson and deputy chairpersons for a term of three years. The chairpersons may be re-elected. Traditionally, the member of the federal government responsible for culture – since 1998, this has been the Federal Government Commissioner for Culture and the Media – is elected as chairperson. The member of the Berlin state government responsible for culture is regularly elected as first deputy chairperson.
Four members of the German Bundestag participate in the meetings of the Foundation Council in an advisory capacity. The President, the other members of the Executive Board and the Chair of the Advisory Board also participate in the meetings as permanent guests in an advisory capacity.

Tasks

The Foundation Board appoints the President and the other members of the Executive Board and decides on the appointment of the heads of the SPK's institutions. It issues and amends the Foundation's statutes, approves the Foundation's budget, decides on matters of principle and supervises the management of the Foundation.

Preliminary

The meetings and decisions of the Foundation Board are discussed in advance by the Preparatory Commission. All members of the Foundation Board are represented in this committee by employees from their respective departments.
Construction matters are discussed in advance by the Foundation Board's Construction Committee. The relevant departments of the Federal Government and the State of Berlin are involved in this committee. The Construction Committee also has decision-making powers within the framework of the multi-year construction programme to be decided by the Foundation Board.
The President and the Executive Board also participate in the meetings of the preparatory committees.
